Six Ministries: 28 Million EV Charging Facilities to Be Built by End-2027

Recently, six ministries and commissions including the National Development and Reform Commission and the National Energy Administration have issued the "Three-Year Doubling Action Plan for Electric Vehicle Charging Facility Service Capacity (2025-2027)". By the end of 2027, 28 million charging facilities will be built nationwide, providing a public charging capacity of over 300 million kilowatts to meet the charging needs of more than 80 million electric vehicles, realizing a doubling of charging service capacity.


A responsible comrade from the National Energy Administration stated that in recent years, China's charging infrastructure has developed rapidly, and its service capacity can basically meet the current charging needs of new energy vehicles. However, there are still problems such as unbalanced layout of the public charging network, need for optimization of facility function structure, insufficient service supply in residential areas, need for strengthening of power supply guarantee, and room for improvement in operation and management quality and efficiency, which require the introduction of policies to solve.


1. Action for Quality Improvement and Upgrading of Public Charging Facilities: Targeting the differentiated energy supplementation needs of urban, intercity, and rural charging networks, adopt classified measures to build an urban public charging network dominated by fast charging, supplemented by slow charging, and supported by high-power charging; densify the layout of charging facilities in expressway service areas and optimize their function structure; further expand and extend the rural charging network and strengthen the guarantee for charging needs during the "Spring Festival homecoming".


2. Action for Optimizing Charging Conditions in Residential Areas: Clarify that 100% of fixed parking spaces in new residential areas shall be equipped with charging facilities or reserve installation conditions; supplement charging facilities in existing residential areas according to local conditions; and carry out pilot projects of the "unified construction and unified service" model in residential areas.


3. Action for Promoting Large-Scale Application of Vehicle-to-Grid (V2G): Promote the construction of the first batch of V2G pilot projects, establish a coordinated promotion and tracking evaluation mechanism, explore market-oriented V2G response models, and continuously expand the scope of V2G pilot projects.


4. Action for Improving Power Supply Capacity and Service: Require that the access demand of charging facilities be incorporated into the distribution network planning; carry out construction and transformation such as distribution network frame optimization and transformer district capacity increase; strengthen the guarantee for installation and connection services; actively expand business handling channels; and optimize internal approval processes.


5. Action for Improving the Quality of Charging Operation Services: Increase the supply of high-quality, high-efficiency, and high-reliability facilities; promote the upgrading and transformation of old equipment; improve the station environment and operation and maintenance quality; standardize charging standards; improve the functions of the charging facility monitoring service platform; and strengthen the evaluation of operation service quality and the application of results.


A responsible comrade from the National Energy Administration introduced that the "Action Plan" studies and proposes relevant policy measures focusing on greater emphasis on balance, innovation, inclusiveness, and implementability. For example, to address the difficulty of building piles in residential areas, it further strengthens the requirements for supporting the construction of charging infrastructure and actively promotes the new "unified construction and unified service" model; in response to the public's reflection on the cumbersome installation and connection procedures, it requires simplifying the application materials for residential charging pile installation, encourages the exploration of pilot applications such as "one certificate per community", and implements the "three zeros" and "three reductions" service initiatives.
